PURPOSE The Blaine Billinger Excellence In Scouting Fund is a non-profit organization, and was created to promote scouting in a positive way, and to assist scouts who may not otherwise be able to participate in scouting activities and events. The fund is twofold in purpose: (a) affords scouts the opportunity to obtain sponsorship for miscellaneous scouting activities. (b) It promotes secondary education in an institution of higher learning. THE SPONSORSHIP is available to scouts (ages 8-18) in good standing based on financial need for camps, jamborees and miscellaneous scouting activities.THE EDUCATIONAL FUND is open to all Boy Scouts in the United States who have achieved the rank of Life or Eagle Scout. Proceeds from the fund can be used for books, tuition or other educational expenses at the undergraduate or graduate levels at Fort Hays State University, Hays, Kansas. Eligible candidates must have a minimum GPA of 2.5 and have held the rank of Life or Eagle Scout prior to attending the university. Scholarships will be determined by a committee based on recommendations from individual scoutmasters within various councils throughout the United States. Recipients will be chosen by a committee of five including former Eagle Scouts or leaders.
